Honorary Citizen of Warsaw since July 2004.

Engineer and politician. Thirty-eighth president of Warsaw from 29 December 1967 to 9 December 1973, and the thirty-ninth president of Warsaw from 13 December 1973 to 18 February 1982.
A graduate of Warsaw University of Technology. Since 29 December 1967 to 9 December 1973 he was the chairman of the Presidium of the National Council of Warsaw, and from 13 December 1973 to 18 February 1982 he was the president of the city.

He was a member (1975-1981) of the Central Committee. From 1982 to 1989 he served as the Undersecretary of State in the Ministry of Construction and Building Materials Industry, and at the same he was the agent of the government for the construction of the Warsaw underground.
